Make webhooks more flexible secure

Ref: #3944

We’ve added support for the PKCE extension of OAuth 2.0 authorization code, enhancing security for our platform.

PKCE (Proof Key for Code Exchange) strengthens the OAuth 2.0 authorization code flow, particularly benefiting clients that can’t securely store secrets, like mobile and single-page applications. It safeguards against interception attacks and unauthorized access by using a dynamic secret generated at the start of the authentication process. This means even if an authorization code is intercepted, it’s useless without the secret created by the client.
